What Is an EPS (Employer Payment Summary)?

(Or: The “I Didn’t Pay Anyone This Month” – Or “Please Give Me My Money Back” – Form)

If the FPS (Full Payment Submission) is payroll’s steady heartbeat, the EPS — the Employer Payment Summary — is the occasional cough, stretch or “payday-off” signal.
It’s the form you send to HMRC for anything that doesn’t fit neatly into your normal pay run.

Let’s walk through what an EPS is, when you need one, and why you might thank it rather than dread it.

🧾 What Is an EPS?

An EPS is an RTI-submission to HMRC used to report special circumstances or adjustments for a tax month. You don’t send one every time you pay staff — only when there’s something out of the ordinary to declare. GOV.UK+1

Examples of when you use an EPS include:

  • Recovering statutory payments you’ve paid (like maternity pay, adoption pay, SSP, etc.). GOV.UK+1
  • Claiming allowances such as the Employment Allowance. GOV.UK+1
  • Reporting if you’ve paid no employees during a tax month — so HMRC doesn’t panic. GOV.UK+1
  • Declaring adjustments like Construction Industry Scheme (CIS) deductions (if you’re a limited-company subcontractor), or Apprenticeship Levy. GOV.UK+1
  • Informing HMRC you’re doing your final submission for the tax year (if that final pay run wasn’t a “normal salary” run). GOV.UK+1

In short: EPS is your “special situations” form.

⏰ When Do You Send It?

If an EPS is required for a tax month, you must send it by the 19th of the following month so HMRC can adjust what you owe (or recover what’s owed to you). GOV.UK+1

If no one was paid in a tax month, but you don’t submit an EPS — HMRC might assume you simply forgot to pay, potentially triggering a penalty or an estimated bill. GOV.UK+1

✅ Why EPS Matters (And When It’s a Good Thing)

💸 Reclaiming Money Owed

Paid statutory maternity or sick pay? Sent staff on leave? EPS lets you recoup some — or all — of those costs from HMRC. Better than absorbing them yourself. GOV.UK+1

📅 Monthly Adjustments

You don’t always pay staff every month (seasonal businesses, layoffs, etc.). EPS ensures HMRC isn’t expecting payroll deductions when there’s none. GOV.UK+1

🧰 Flexibility & Compliance

Between CIS deductions, Apprenticeship Levy, Employment Allowance, recoverable statutory pay — EPS is the tool that adjusts what you owe. It keeps everything compliant. Brightpay+1
